Covid-19 – Travel restriction measures

Applicable as of Saturday November 28, and until Tuesday December 15, 2020.

In order to continue halting the spread of the Covid-19, the President of the French Republic announced on November 24, 2020 the extension of the lockdown period.
However, some of the measures taken to reduce contacts and traveling throughout the French territory will be lightened.
 

Leaving home and traveling remains authorized only for a limited number of reasons, and upon presentation of a travel certificate (attestation de déplacement dérogatoire), until December 15, 2020.


Valid reasons for leaving home and traveling

The list of valid reasons for traveling is available on the French government website : www.gouvernement.fr/info-coronavirus.

You can find among the valid reasons :
  • Going out shopping (small shops are allowed to reopen).
  • Going to a public administration upon appointment. For example : an appointment with the Isère prefecture on campus.
  • Going out for individual physical activity or for walks for 3 hours maximum per day, and within 20 kilometers of your home.

Rules for leaving home and traveling


Every time that you leave home, you must always have at least these 2 documents with you :

  • A travel certificate (attestation de déplacement dérogatoire), completed, dated and signed,
  • Your ID, passport or residence permit.


You can get the travel certificate (attestation de déplacement dérogatoire) :If you are unable to print or get the digital version, it can be handwritten, following the downloadable sample version.



In some cases, on top of the travel certificate and an ID, you will need to take some complementary documents with you:

  • Appointment at the on-campus Prefecture office
You must also have the notification of your appointment with you.
On the travel certificate, you need to tick « Judicial or administrative summons; appointment to public service offices » or « Convocation judiciaire ou administrative et pour se rendre dans un service public »

  • Course or exam maintained in person, for students
You must also have with you : your student card, and as a university document, an extraction of your course schedule.
On the travel certificate, you need to tick « Commuting to and from work or university and training places; (…) » or « Déplacements entre le domicile et (...) un établissement d’enseignement ou de formation, (...), déplacements pour un concours ou un examen ».

  • University library
You must also have with you : your student card, and the confirmation of the reservation sent by the Affluences application.
On the travel certificate, you need to tick « Commuting to and from work or university and training places; (…) » or « Déplacements entre le domicile et (...) un établissement d’enseignement ou de formation (…)».



There are special travel certificates if you are leaving home for professional reasons, or to take your children to school.

  • Professional reasons
Instead of the "atestation de déplacement dérogatoire", your employer must provide you with a certificate each time you need to go to work (permanent certificates can issued too).

  • Schooling of your children
You can get a permanent travel certificate to take your children to school (école maternelle, primaire, collège and lycée). This certificate must be stamped by the school of your children. A sample certificate is available on the Ministry of the Interior website.
If you do not have this permanent certificate from the school, you must complete and have an ‘attestation de déplacement dérogatoire’, and tick the motif ‘déplacement pour chercher les enfants à l’école et à l’occasion de leurs activités périscolaires’.

IMPORTANT
Any violation of these rules will lead to a fine of €135 (which may be increased to €375, and more in the event of a repeat offence).


FAQ


How to calculate the zone that is within 20 kilometers of your home ?

You can use the website GéoPortail, implemented by the ‘Institut Géographique National’ (IGN).
You can easily visualize the 20 kilometers radius « as the crow flies » around your home on the special lockdown page. All you need to do is enter your home address in the search zone, then click on your address that shows in the list.

Can I go to my appointment with the Isère prefecture on campus ?
The on-campus Isère prefecture office remains open and appointments for applying or collecting your residence permit are maintained. To come to your appointment, you must take a travel certificate, and the notification or your appointment.


Can I go to ISSO to get some information ?
No, the welcome centers ISSO in Grenoble and Valence are closed to the public. But the International Students & Scholars Office – ISSO remains available by email.
