In Valence, international students, PhD students, researchers and their families benefit from priority residence permit application processing.
This program, set up by the International Students & Scholars Office (ISSO) of Université Grenoble Alpes in Valence, allows us to support you through every step of the process.
The procedure presented here only applies to:
  • Applications for a "Passeport Talent" researcher or spouse residence permit (including job seeking)
  • Applications for a "Recherche d'Emploi ou Création d'Entreprise" residence permit
  • Applications for a « Scientifique – chercheur » residence permit (Algerians)
  • Applications for a travel document for foreign minors ("DCEM")
  • Applications for a student residence permit, only for those who cannot apply on the national online platform.

Step 1: assemble your application file

Two months before the expiration of your current residence permit / visa, assemble your application file by referring to the list of documents below:

Step 2: ask ISSO Valence to check your application file online

Before you submit your residence permit application, Université Grenoble Alpes invites you to take advantage of the online application checking service provided by the International Students & Scholars Office (ISSO).
This step is optional, but strongly recommended - prefectures can take a long time to process your application, and if your file is incomplete you will have to start the whole process all over again. You may need to create a "démarches simplifiées" account to access the platform.

Step 3: once checked, bring your application dossier to ISSO Valence

Gather the copies of your documents, and put everything in an A4-sized envelope.
Remember to put also 3 ID photos, and an envelope "Prêt-à-poster Lettre Suivie 20g" (available in post offices) labeled with your address.

Finally, submit your application to ISSO Valence by post or directly in the letterbox (located on the CROUS restaurant building) at:

Step 4: the Prefecture processes your application

ISSO Valence gives your application file to the Prefecture of Drôme to be reviewed.

Step 5: notification

Once approved by the prefecture, ISSO Valence will give you an appointment by email with the Drôme Prefecture on a Thursday between 8:30 AM and 10:30 AM.
Bring your passport and your current residence permit.
You will then be directly given a proof of your application ("récépissé"), and the Prefecture will start your permit's production process.

Step 6: pick up your residence permit

At least 4 weeks later, when your residence permit is available, you will receive a letter from the Drôme Prefecture indicating how and when to pick up your new residence permit.
To do so, you will need to bring:

  • your passport
  • your current residence permit and "récépissé"
  • the amount required in excise stamps ("timbres fiscaux") (stated in the convocation letter from the Prefecture)
